Preheat oven to 350°F.

**Make the crust:** In a medium bowl, combine flour and brown sugar. Cut in butter with a pastry blender until mixture is crumbly.

Press crust mixture evenly into a 13x9x2-inch baking pan lined with heavy-duty aluminum foil.

Bake crust for 15 minutes or until lightly browned.

**Make the filling:** In a large bowl, beat cream cheese with 1/2 cup sugar using an electric mixer at medium speed until smooth.

Add eggs one at a time, then add vanilla. Stir to combine.

Pour filling over warm crust.

**Prepare the apples:** In a small bowl, stir together chopped apples, remaining 2 Tbsp sugar, cinnamon, and nutmeg.

Spoon apple mixture evenly over cream cheese filling.

**Make the streusel:** In a small bowl, combine brown sugar, flour, oats, and softened butter until crumbly.

Sprinkle streusel evenly over the apple layer.
