    Preheat oven to 450°F.

    In a large saucepan over medium heat, sweat the onions and garlic with 3 Tbsp butter for 2 minutes. Make sure they don't brown or burn.

    Add the water, milk, and salt. Bring to a boil, then reduce to a simmer.

    In a thin stream, slowly pour grits into the liquid, stirring constantly with a whisk to prevent lumping.

    Continue to barely simmer over low heat, stirring constantly with a wooden spoon, for 15 minutes as grits thicken. Smash down any clumps that may form.

    Remove from heat and stir in cream cheese, 3/4 cup cheddar, and 2 Tbsp chives. Season to taste with salt and pepper.

    Smear remaining butter into a baking dish just large enough for the grits.

    Pour in the grits, sprinkle with remaining cheddar, and bake for 10 minutes.

    Remove and sprinkle with remaining tablespoon of chives.
