    In a saucepan with a lid, boil the water, sugar, and salt.

    Add the cleaned cranberries plus the lemon and orange rinds.

    Lower heat and simmer, covered, for about 5 minutes, stirring occasionally. Taste to check for sweetness and tartness.

    Make any adjustments with sugar and lemon juice as needed.

    Remove cover and turn down the heat to simmer for 5 more minutes.

    Turn off the heat. When it settles down from boiling but is still very hot, add the Campari and ground cloves and mix well.

    The mixture will thicken as it cools.
